New RPI4 running hot (70C) when idle

I have been testing the new RPI4, comparing it with another RPI4 using the same clean software install on both (ubuntu 64bit server, fully updated).

After ~15 min run time, both PIs are running at a load of CPU load <4% -idle performance.
In a room at 20C using passive cooling, the new PI runs at 70C while the old PI runs at 45C.

* I even swapped uSD cards to verify the temperature is not a software issue.
* My other PIs are running below 50C with a CPU load under 50% using passive cooling.

As there is such a temperature difference with the new PI and the others, it looks like a manufacturing issue with this new SBC.

I'll check to see if there is a hardware change in the new ones.
