Raspberry Pi 3 isn't working fully. It appears that that USB ports are not getting power.
When I use the same USB equipment on my Raspberry Pi zero all is fine the
keyboard/mouse work just fine.
After moving the sdcard and all the cables/equipment over to the Raspberry Pi 3,
it boots fine, the login comes up, but there is no keyboard/mouse at all.
I tried a USB keyboard and still it doesn't work, there is not caplock light etc.
I am using a USB->PS2 adapter, there is a LED that lights up usually, but when it is
plugged into the Raspberry Pi 3 it only lights up for a small fraction of a
second just as power applied, then goes out.
The GPIO connector has both the 3.3V and 5V levels that look correct. I am
powering the Rpi3 using a IPad battery charger, so I know it has enough amps
to work correctly.
Is there any way to fix this?
Or do I return it?

Hmm.. USB hosts will shut off ports that are drawing too much current, and that would produce the same short LED pulse you described.
Do you have a keyboard and mouse you can test without using the PS2 adapter? It would be easier to isolate the problem if that unknown wasn't in the system.

Sorry for the delay, but I didn't get any email notice of your post.
I couldn't remember if in the original testing if I had tried it without the USB to PS2 adapter. So I re-tested the Rpi again, with nothing but the HDMI to VGA converter, and this USB keyboard plugged in and still got the same response (i.e. none). The keyboard caps lock light didn't work (and it is now), and there was no response to the keyboard at the login prompt.

I finally had some time, to do the test you asked for. I tested out all four USB ports there was no response from the keyboard at all.

That does sound like a problem in the Pi3's USB power system.
