Try the latest Raspbian as a test. The B+ is really finicky on what OS it likes.

The 3B+ Pi's have had a problem with NOOBS, please try Raspbian.

Both the NOOBS and Raspbian work fine on my PI Zero W but nothing on my Pi 3B+.

What voltages do you see on the 5V and 3.3V GPIO pins?

That's not good.. it sounds like the 3.3V regulator has failed.

Send a note containing a link to this page and your order number to [email protected]. The folks there will get you a replacement Pi3B+, and may arrange return shipping for the one you have now. We've been seeing an unusually high rate of similar problems, and the RasPi Foundation might want us to pull some units back for inspection.

Now how the heck do you get the Raspberry Pi 3B+ out of the nice case I bought with it?

Also how to remove and reuse the heatsink?

Thanks for the help!!

Flip the case over and you'll see slots along the edges near the clips that hold the PCB down. Use a thin-bladed screwdriver to press the tabs on the GPIO header side off the PCB, and the RasPi will swing out of the case along the same path it went in.

For the heatsink, you can probably use something like an Xacto blade or other thin-bladed knife.
