PI3B+ Not Booting. Red Light Only

I've got a PI3B+ that is not booting up. It will show the red power light, but the green ACT light never lights up at all. I have tried a known working SD card (works on another PI) with the most recent Raspbian Stretch image, and am not able to get any activity out of the ACT light, nor the video output. I saw on another thread that I should check the 5V and the 3.3V GPIO pins. Checking those, 5V looks normal (~5.4V) but the 3.3V pin is giving me next to nothing (~0.06V). Any help would be greatly appreciated! Thanks!!!
