RE: Order 2580400-9206820646
I purchased a PI 4 intended to be used headless. I created a boot Raspberry Pi Imager to create a Raspberry PI OS (Lite) image on my SD card, and updated the boot partition to add SSH and WiFi configuration.
When I powered up the RPI4 I waited for it to register on my network but it never requested an IP address. I tried connecting via an ethernet cable as well in case there was an issue with the WiFi config. The lights never lit up on the ethernet port to indicate data flow.
Thinking I may have a bad image, I created a new boot image with a new SD card with the same results. I tried again with the regular Raspberry PI OS image with the same results. I read in the forums about issues with the RPI4 being picky with some power supplied so I tried a different power supply with the same results.
It did not matter which power supply I used or which SD card or which boot image. No luck on the boot.
Upon powering the RPI4 the red light comes on following by a sequence of flashing green. After a few seconds a final green flash and the red light remains steady.
Here is a link to a video of the boot process: https://youtu.be/vEGXLI6SZIQ

@dgnagy,
Thank you for making the video. I know those take some effort, but they help a lot.
Based on this Pi 4 ACT LED blink chart which failure do you think you are seeing? I keep counting '8' short flashes, but I'm not quite clear if this is a SDRAM failure or a Power failure type which seems more likely.

If possible I would highly recommend using official Pi Power supply 5.1v @ 3A USB-C:

Re: PI 4 Won't Boot
I purchased the official Raspberry Pi USB-C power supply and tried it with my Raspberry Pi 4. Still have the exact same result. Same flashing light sequence as shown in the video I provided earlier.
