It says that the "Downgrade GPIO Ribbon Cable for Pi A+/B+/Pi 2/Pi 3 - 40p to 26p" isn't compatible with the normal pi model 3B but is compatible with the pi model 3B+. I've got a model 3B and I need to know if this connector will work

It's fine. It's just a cable that connects the first 13x2 connections. The 20x2 header on the one end only serves to help you line it up. I suspect the description was written before the 3b+ came out. It's not compatible with the A or B since they only have the 13x2 connector so the 20x2 won't fit.
