Raspberry Pi Stepper motor hat
If I install the Raspberry Pi 4 stepper motor/DC motor hat, does it obscure the camera interface and the GPIO pins interface? Is there a way to use the hat, and still use a camera and/or a breadboard?

The GPIO pins can be passed through the holes with a stackable header with long pins and there is a hole for the camera's ribbon cable, so yes you can still use them.

Yep. Totally agree with what @sammosummo1 says above.
There is also a separate row of header pads that can be used to access the GPIO pins.
