RPi 4 - 2GB with PoE Hat (2021 Model) Coil Whine

I recently ordered a Raspberry Pi 4 - 2GB from you. Order #2822136-0779595492. It has a terrible coil whine, and I would like to get it replaced. Attached is a short video demonstrating the coil whine. It seems this is not uncommon - for reference:

I have a small fleet of Raspberry Pi 4's with PoE hats. I have swapped out the hats, Ethernet cabling, and ports I am using from my PoE switch, and the common denominator is the RPi4-2GB I purchased from you. I only get the coil whine on this RPI4-2GB with any one of my 3 hats, any Ethernet cable, and any port on my switch. My other RPi's with the same hats, same Ethernet, and same ports are silent.

Please let me know what the next steps are to get a replacement shipped out to me, and a return label so I can ship this one back to you.

I'm curious if the replaced hardware fixed this issue? I have seen several posts from people saying the POE+ hat was the issue, and that it was faulty, this is the first I have seen saying that the Pi is the issue.

I bought a POE+ hat from Adafruit, but am now outside the return window. The hat works ok until the Pi is powered off, at which point the coil screeching noise is unbearably loud. It persists until I boot the Pi4 up again. I would like to fix this issue, but am not sure the best way to proceed. Will another hat correct this, or do I need to replace my Pi4?

I am also disappointed to have only found this issue outside of the return window. When I received the POE+ hat, the Pi4 was out of stock, so I received that at a different time, and because the issue only happens when the unit is shutdown, I did not initially notice it. Is there any kind of warranty on this POE+ Hat? It seems that so many people are having issues with it.
