Pi4B won't boot

Hello, I just got my raspberry pi 4 in the mail and tried to run ubuntu/ raspberrypie os (desktop versions) without success. I tried different SD cards thinking that was the problem but after testing the the same SD cards/os on my other pi3 I was able to narrow the problem down to the new pi. I would like to request a replacement/ refund if that is not possible.

Did you download a new version of the pi OS?

Thanks, troubleshooting still didn't help. Yes I downloaded the latest version from their website and used etcher. When I thought the SD card was the problem I also used their Raspberry Pi Imager software. Same problem no matter the OS; powers on but does not boot.

UPDATE

I got it to boot! However I changed absolutely nothing from yesterday when I attempted to boot it up. My only thought is that it could have been a power supply issue?

Yesterday the green light would flicker for a bit before turning off but the red power light would always stay constant which made me think it wasn't the power. Today after unplugging it and re-plugging it in, It magically works.
