Product 815 PCA9685 16 x 12-bitPWM and Pi 3
Is there an update to the GPIO pin-out of the Pi-3 or something that would otherwise interfere with the function of the i2c pwm units? I have 2 tested working product #815 boards that can't be found with i2cdetect -y 1 (even as root, at least over ssh.) They show up fine on my Pi-2s though.

We don't know of anything like that.
Just to check the basics, are you sure you've enabled I2C in `raspi-config`?

Yes, I've double-checked that. I'm not using a T-cobbler or anything, just jumpers:
Did I get those right? I only have a rail on one side of the 815 and when I read the voltage between vcc/gnd on the unsoldered side, I get in the range of 1.8-Am I not getting enough juice out of the GPIO for logic?

The I2C pins are on the other side of the GPIO header. Going from left to right, the ones you've marked are 5v, 5v, GND, and RX for the serial console.
Here's the GPIO pinout:
The I2C pins are 3 and 5.

...this is a good reason to use the cobblers. I have a response on 0x40 now.
