Flora on-board LED (pin #8)

Hi everybody,
sorry for the dumb question I am going to ask.

I am just wondering what does the Flora on-board NeoPixel LED (pin #8) turned on, blue, steady, means.
When I plug the USB cable into the PC this LED is turned OFF, after a while it turns on automatically, despite my code does not involves anything about the #8 pin.
