Which LEDs to get

I am working on designing a project for a friend. FYI, I am a newbie at this.

She has a Colt's hard hat.
She wants me to drill holes, where the holes are in the horse shoes and put LEDs on the inside so the shine out the holes.

There would be seven holes / seven LEDs on each side for a total of fourteen.

She wants them to blink and the color to be white.

Would it be better to get the Adafruit LED Sequins, the Flora RGB NeoPixels, or some other kind of LED?

If you want to add controls for things like dimming, it will be easier to use NeoPixels and a microcontroller.

If you only want on/off white LEDs, it will be easier to use LED sequins. For those you only need a battery.
