FONA 3G - Raspberry pi basic questions

Hello! Extremely new member here. I am undertaking a project to create a "lojack" car tracker for my VW bus, in case it goes missing in the night. This would be an updated version of a similar device I created using an Arduino many years ago; see my instructable at this link for the project concept: https://www.instructables.com/id/Track-your-car-with-an-Arduino-based-Lojack/

Essentially, the device checks the current GPS coordinates and uploads them to a web service on the internet so I can keep track of where my car is. I would like to recreate this project using a raspberry pi, and then add more cool features.

Before I jump off and do this, I have a few questions:

[list=]1) I'm looking to use the FONA 3G Cellular Breakout board ( https://www.adafruit.com/product/3147 ). Is this a reasonable board to use for this project? It seems to be but I'm not very experienced with the details of GSM.

2) how will the cellular network appear to the pi? Ideally, it would just be a standard TCP/IP network interface and I could just work with that. I read through this guide https://learn.adafruit.com/fona-tethering-to-raspberry-pi-or-beaglebone-black, and it seems reasonably straight forward, but that guide is several years old now. Have there been any major changes in the intervening years I need to know about?

3) Can I access the GPS module while the cellular network is in use?

4) What's the need for the LIPO battery? I'm going to have car power continually available; is the battery still necessary for power smoothing?[/list]

I used it with the non-3G fona and without the streaming service at the end but with my own server but it's pretty much copy paste until step 5
