FONA 3G Power OFF Key Pin

FONA 3G Power OFF Key Pin
If I turn off the Module via pulling the KEY Pin low for 5 seconds, does this mean the Key Pin has to stay High during the time the module is off? Im trying to turn the Module on and off periodicaly and while its off im trying to consume as low power as possible and it seems counter intuitiv to leave the pin high all this time?

The SIM5320's power pin has an internal 200k pull-up, and the KEY pin at the edge of the FONA has a diode so it can only be pulled low. Holding the pin low will draw more current than releasing it.. not that it will make a lot of difference.
