Need GPS on LTE

I'm starting a technical design for drone instrumentation that will report GPS position over a private LTE network. The instrument must have its own built in GPS receiver, an LTE CAT 1 connection, and enough processing power to publish position updates every 10 seconds. The smaller the better. Does anyone have a recommendation on what development board(s) I should consider?

You could use an Adafruit FONA breakout board such as the 808 or 3G: https://www.adafruit.com/category/281. The FONA 3G (https://www.adafruit.com/product/3147) uses LTE and has a fully-integrated GPS (Qualcomm PM8015 GPS) that can be controlled and query over the same serial port.

Particle also has their own development boards/kit called the Electron which operates on 3G LTE and 2G networks: https://store.particle.io/collections/electron.

Both of these options are capable of connecting to Adafruit IO.
