Please be positive and constructive with your questions and comments.
Not sure what "weal" means, but reaching the rate limit means you've posted to much, to rapidly. E.g. a plus account has a rate limit of 60 posts per minute. If you exceed that you get throttled, i.e. you can't post again for a minute.
