It seems that even sign into diferent two different AIO accounts, two program still cannot use the same client id to connect to AIO mqtt broker. Is this right?

If you multiple programs using the same client ID's based on AIO Key they should be able to connect, but there needs to be enough delay in their updates so they are not exceeded your allowed transmission rate.
If you are using two different AIO accounts I think that would be a problem.

This is correct, it's part of the MQTT protocol specification (not a limitation of Adafruit.io)two program still cannot use the same client id to connect to AIO mqtt broker. Is this right?
