NeoPixel LED doesn't light ( so#764759 )

Hi Tech,
part# 1938
PO: 029-0J193
QTY: 60

Our customer installed the part on the LED test box and tested it, he found it didn't respond and the light didn't come on.
He tested 3 pcs and all have same issue.
After that, he tested their stock in same method and found the light were on.
( Since stock was purchased several years ago, no PO information now. Just see supplier's label shows "P1938B". )
Please see related testing pictures.
Could you help check and advise if part defective or any other reason?

The PID1938 LEDs are NeoPixels, which do not illuminate with just power. They need a very specific and timing critical data stream be sent to them.

The testing photos did not get attached. Please try attaching them again. We need more information about how the LEDs are being used.

Is there any more information available on the testing devices shown? What are the various connections shown? What voltage levels? What protocol is being used on the data line?
