FEATHER - RF95M0 w/ inductive charge

I have a RFM95 feather with a 2200ma battery attached to the jst. a inductive 5v, ID:1407, charge receiver is attached to the usb and ground respectively. charges great and works fine. my question is: the quiescent current drain discussed in the quote below, does that pertain to the transmitter attached to the 12v 1000ma plug? or pertain to the receiver module?. I ask because even with EN pin grounded, I can measure battery voltage across the USB pin (-0.15v) . and ground. I can power a LED sequin by way of usb and ground. So, basically, does the receiver portion of item:1407 passively drain this system when it doesn't receive a field from the other coil.

Reference quote: "The quiescent current is about 70mA at all time, even when the other coil is not anywhere near by."
