Yeah, that warning is in the 'true for appropriate values of truth' category.
By default, OS X only runs code vetted by the App Store. Programs downloaded other ways can still run, but you'll get that ooga-booga warning the first time.
The appropriate settings live in the System Preferences Security & Privacy pane, and the most recent versions of Catalina streamline the process a little by giving you an "run it anyway" option.
The system will only give you the warning the first time you run a non-App-Store program, and after that, will launch the program just like any other.
