IS31FL3731 charliplex board to rpi

hello all, I've been scouring the net and I'm a little stumped. All I would love to do is connect the LED matrix to the bottom of a Raspberry Pi3 b+. Everywhere I look tells me how to connect normal leds to this thing, but I'm looking to do this board. Has anyone done this? I have the led board and the pwm controller board. I would greatly appreciate some insight or help. Thank you.

What is the actual LED board product?

I didn't see that. I'm using the 9x9 charlieplex on adafruit site with that controller. If im reading correctly
"Pi 3V3 to sensor VIN
Pi GND to sensor GND
Pi SCL to sensor SCL
Pi SDA to sensor SDA"

That connections should get me going? I really only want the LEDs to come on. Nothing else than that. When the pi is on, the leds are on. No waves or anything. Would that connection work? Thanks for the prompt reply!

Correct?

Yep, you should be able to wire as shown in that guide. You do need to have a program running to drive the display and see anything actually show up though. The guide covers that as well.
