This may be an off question, but how much work is it to port a python project for a Raspberry Pi over to the Matrix Portal for use with the LED 64x32 display?

Or is this something that needs a complete rewrite?

Any pointers or directions much appreciated.

If the Pi project is using Blinka and the CircuitPython libraries using a 64x32 matrix, it should be fairly straightforward. Other than that it's really hard to say.

Above is the project. I received 2 of the martix portals for Christmas time along with 4 of the 64x32 LED displays and thought I could use what I had instead of going out and purchasing the bonnet. I have lots of RPi's that I could use for the project.

If it is a major rewrite, then I will look for the bonnet. I don't have the programming skills to probably do this.

So it look slike it's basically fetching JSON data from a restful API, extracting data of interest, and displaying it along with some bitmaps. Personally, I would start from scratch (almost) using the existing code as a reference. A lot of the work will be done by the circuitpython libraries so IMO it makes more sense to start with that in mind than try to reuse the existing code.
