Lidar-lite v3 on Raspberry pi only reads 0s

I am trying to get the Garmin LIDAR-lite v3 to run on my raspberry pi. I am using CircuitPython and installed the Adafruit Lidarlite library.
The lidar is detected at address 0x62 (from sudo i2cdetect -y 1); however reads of registers always return 0 (including status).
I connected the lidar to an arduino and ran the example sketch, and that works fine. I also tried a different I2C device on the Rasp Pi, and that worked. Its just the lidar that doesn't work on the Rasp pi.
The Lidar is an old version that I purchased back in 2017. I see that Gamrin made a design change to the I2C interface, but I don't see how that would cause this problem. Connections have been checked and re-checked. Does anyone have any ideas that could cause this? Any ideas on how to debug it?
