Itsybitsy M0 Express not working

I just opened my Itsybitsy express yesterday and plugged it into my laptop. No lights came on and it was not detected by the computer. I have a trinket M0 and it was super easy to get going with it. I have tried different cables and different computers, then verified the cable and port worked by plugging my tablet into them and it was instantly recognized. Looking at the board I don't see any signs of why its not working, no burn marks or visible cold soldier joints. If I am doing something wrong let me know.

What happens if you double-press reset?

I tried double pressing reset, at various speeds and still nothing seems to happen. I used my multimeter to probe some of the pin holes.
USB & Bat = 5V
3V = 3.3V
5! = 5V
Rst = 3.3V, 0V when button pressed
EN = 4.5 V
VHi = 5 V
SWCLK = 3.3V
All others are 0V
