Metro Mini Problem Uploading to the board

So I purchased 2 Adafruit Metro Mini's (ORDER #1847717-9774407810) the other day and finally got them. One of which works great plugged in downloaded all drivers noted and works like a charm. The other one will not take an upload. Same computer same software same cable. I ran the Adafruit Drivers Package, I have downloaded the drivers from Silicon Labs and the FTDI Chip Drivers. I have tried everything anyone has said online to get the Arduino IDE to work with it. It lights up with power light and the L red LED blinks but when trying to upload I get this...

This report would have more information with
"Show verbose output during compilation"
option enabled in File -> Preferences.


I have tried on different computers different data cables nothing is working. Please help this is a big project and I need to get it working. Thanks.

The back of the chip has: ATmega328 @16MHz Vin:5-16VDC XML-2 E315391 94V-0 32 18

Do you see the CP2104 show up in device manager when you plug the board in?

I get Silicon Labs CP210X USB to UART Bridge (COM5)

OK. It's seeing the USB to serial chip. That parts good. Try this - do this with both boards. There are two LEDs labeled TX and RX:

Go through the process of trying to upload the Blink example to each board and describe what happens with these two LEDs.

Working board = ?
Problem board =?

Ok on the good board the L blinks than both the TX and RX blink together 1 than 1 than 3 times. Code is uploaded and the L blinks on and off. The not working one when trying to upload L fast blinks 3 times than TX slow blinks 3 times than blinks once ever 10 sec as its trying to load than after a while I get "Problem uploading to board" error. The L LED does blink on and off but it always has and has never been able to take an upload.
