Best GPS solutions for hardware location monitoring

Hello - i have 30 Radon Gas Monitoring systems. We deploy these units in the lowest habitable space in residential and commercial properties. These monitors are left for a minimum of 48 hours - typically 72 hours onsite total. Our problem is our inability to track their locations proactively and for auditing purposes. For example, an employee may remove a canister and fail to "check it out" of inventory. We then spend hours if not days trying to find out where it is. Do you have a solution? Ideally we would have something glued to the inside of our current canister which is 5" X 10" plastic. This canister would be placed in a basement (for example) and have the ability to be monitored for location without any electrical power. The canister and GPS monitor would be associated by a bar coding system (we have in place). I'm hoping you have a solution. With much gratitude, Dan.

Keep in mind that GPS doesn't work indoors, so the position reporting would be of the sensor's last outdoor location.
