I have an array of 30 3W LEDs with an appropriate LED driver I bought on ebay.
The description says "18-30x3W LED Driver Power Supply 600mA for 30pcs 3W High Power LED Chip"
It outputs 600ma at 57-105V.
However, when I turn it on, it takes a second for the LEDs to come on.
I need them to come on instantly as this will be controlled with a relay for on/off.
Is there a way to make it instantly drive the LEDs? or is there another power supply that will do what I need?

I would say try switching the output instead of the input. Then the supply will already be running by the time you turn on the output. Of course if the supplier says not to run the supply unloaded then don't do it.
