Adafruit FLORA dead?

Whenever I plug my board into my PC via USB the code runs fine and the neopixels run their cycle but when powered by battery (3v) the red light flashes and code does not run properly?

ait sounds like the board is okay, but most NeoPixels need at least 3.5V to work properly.

The forward voltage of a blue LED starts around 3V to 3.1V, and the PWM controller needs a bit of additional voltage to measure the current.
