Possibly defective Pimoroni Fan SHIM

About a month ago I bought a Pimoroni Fan SHIM. It worked great, until I noticed today that the fan wasn't spinning. I've tried it with and without software control.

Hoping it was just a loose connection, I've tried removing and reattaching it from my Pi. That didn't change anything. I've also tried it on a second Pi, with no change there either. Disconnecting and reconnecting the fan cable on the board also didn't help. There isn't anything obstructing the fan's path.

If I try to spin the fan by hand, it will sometimes spin on its own for a few turns, but always stops quickly. It moves freely. There isn't any resistance or grinding feeling.

It's horizontal (I've seen other posts suggesting they die quickly if run on its side), and on a Pi 4 with the "Rainbow Pibow Coupé 4 for Raspberry Pi 4" case.

Is there anything else I should try to get it working, or does it need to be replaced?
