You will need to have a boost regulator to charge and a buck to supply 5v. You also need a rechargable battery and most 9v batteries are not.

There are both Lithium and NiMH rechargeable 9 volt Batteries. What is the battery application? The 9 volt package does not have a real high capacity.

What are you going to power with it? A standard 9v will power a DMM for a year or two. Or a motor for a couple of minutes if you are lucky.

Are there any constraints on size? You can get 9v rechargeable battery packs in many different sizes. Generally, high capacity packs are going to be larger.
