USB LiIon/LiPoly charger vs PowerBoost 1000 Charger

I'm reviewing the USB LiIon/LiPoly charger - v1.2, PRODUCT ID: 259 (https://www.adafruit.com/product/259) and the PowerBoost 1000 Charger - Rechargeable 5V Lipo USB Boost @ 1A - 1000C, PRODUCT ID: 2465 (https://www.adafruit.com/product/2465.)

The PowerBoost is referred to as a "power supply" in the description whereas the LiPoly charger merely a "charger". How would you gurus summarize the difference between the power supplied by the PowerBoost's standard-sized USB port versus the LiPoly charger's "load" pins when the LiPoly is set to use 1000mA ?

The charger simply charges the battery. The direct battery output is available to power a load. The battery voltage delivered to the load can vary from about 4.2v for a fully charged cell down to about 3.2v as it discharges.

The PowerBoost includes both a battery charger and a regulated voltage boost circuit. The PowerBoost will boost the battery output to a constant 5v. This is the voltage expected by most USB powered devices.
