The shunt resistor in the circuit shown is tie impedance between two A/D ports. Probably many K ohm.

I think you are incorrect on that. R1 is clearly associated with the CT and is typically specified in the range of < 500 ohm. However, I will let others have their opinion, if any.

I thought that CT's tended to have something in them to limit the voltage to "safe" levels depending on the class of wiring they had on the output - a MOV or similar.
