There should be little downside to going down to a lower voltage, even if you do want to use the LED indicators.

The voltages that determine the on/off status of the LED's are probably just obtained from dividers, so if you reduce the rail voltage you reduce the reference voltages by a commensurate amount.

You might need to cut the size of the current limiting resistors that go from the LED's (R26, R28, and R30) so that they don't get too dim but that's the only change I can foresee needing.

To the extent that all real conductors are non-ideal, sure.

I'm just nit-picking anyway, mainly since I come at this through physics. Some of the colloquial descriptions of what things are "for" tend to get imprecise.
