Purchasing Multiple Raspberry Pi's

I'm currently working on a project that requires 2 Raspberry Pi Zero WH's, but I'm only able to purchase 1 at this time. Is it possible for me to receive an exemption to the maximum number of RPI 0's I can purchase? Alternatively, I would have to go with a different vendor that charges anywhere between 200% to 350% of the original price.

I ran into the same problem and ordered one with headers and one without.

The limit exists for exactly the reason you mentioned: the supply of Zeros is limited enough that it's profitable for scalpers to buy entire shipments and create artificial shortages, then resell them at ridiculously inflated prices (formally known as 'cornering the market').

The only ways to prevent that are supply hoarding (keeping huge amounts of product in reserve so scalpers are likely to go bankrupt before they can create a shortage) or imposing sales limits that get heavier as you scale up the quantity sold. There isn't enough supply of Zeros to hoard, so we have to use rate limiting.
