Yes, flexible neopixel strips https://www.adafruit.com/?q=neopixel+st ... =BestMatch and a microcontroller board. I'm not sure what he's doing for the sound effects. An Arduino MEGA is kind of big and old for this. You could do it nicely with something like a QTPY https://www.adafruit.com/product/4600 or a Feather if you want to power it from a LiPoly battery and want a builtin charger. E.g. https://www.adafruit.com/product/3857.
