Matrix Portal Connectivity - sequence dependant

Good morning, please find attached a PDF file with a diagram of the wiring configuration involved.
In summary:
- 4 LED panels each 64x32
- an external 5vdc power supply up to 10 amps output
- Adafruit Matrix Portal
- PC with a USB-C connection

Matrix Portal does not appear on PC depending on power supply connection sequence.

Is there a solution for this issue, I wish to connect to the matrix portal with any sequence.
