It also looks like it is wired with reverse polarity. The correct polarity is marked on the circuit board near the JST connector:

Yeah the polarity of the battery connector is reverse from the board. I had fixed that by swapping the wires. As a next step, I just soldered the battery wires to the vias in the board near the edge so I could get around the connector problem. I have it out charging in the sun now...

I purchased a “Jst-ph” battery. It’s Jst-ph connector won’t fit into this board. I’m not sure what specific Jst version is on this charger board.

That looks more like an XH series connector. The XH has that 2-prong key vs a single key on the PH. It also has a 2.5mm pitch vs 2.0mm for the PH.
In a way, it is good that it didn't fit because the polarity is wrong also. If you did succeed in plugging it in, it could have damaged the board.
