Hello,
I am currently working on making a GPS receiver for a cubesat mission. I've been planning on pairing the Adafruit Ultimate GPS Breakout board with a beaglebone black to get a position fix for our satellite however I've recently realized that both the altitude and velocity limits set on the GPS breakout board will be violated by the orbit of the satellite. I was wondering if there is any avenue to go about getting these limitations removed? I work for a public research institute and if there is required licensing I'm sure we could obtain it. I'm just not sure where to start on this issue.

We have no power over the restrictions built into the GPS modules. You'll need to work directly with a manufacturer, and they'll be able to tell you what kind of clearances/authorizations they'll have to see before considering the idea.
It probably wouldn't hurt to check with the military too. It sounds like you want to go way past both the altitude and velocity limits of civilian GPS.
