Hello my perfectly working x0xb0x won't turn on anymore... Well it turns on but with static lights or sometimes none at all. I put a new ATMEGA 162 loaded with Sokkos thinking that was the issue, but I am still getting the same results... Can someone point me in the direction to where I can have this looked at and repaired... thanks you

Adafruit won't be able to offer up a repair service especially since they only sell the unpopulated PCB for people to source and install their own parts. You might try posting at the Adafruit Discord channel and see if maybe someone there is willing to tackle the problem.

Ive got the same problem, and i did the same thing, voltages test ok, a new cpu and problem is the same, i doubt its the rotaries, as i reflowed them and it will will kinda respond when i move them, just change from static light to no light etc. last time i tried to fix i swear i was able to get it into keyboard mode and play one octave or so.
figured out if i move the tempo knob in any mode the static light will go out, maybe the midi chip is cactus and it spitting out garbage to the lines, will the device still work (minus midi) with that midi chip on the i/o board removed?
