IR beacon arduino with TV-B-GONE kit

I have created a self driving car. I want to create an indoor GPS system, using four TV-B-Gone kits as the GPS satellites. I am thinking I could have each of the TV-B-GONE to only send out one code all the time like "360" and the others "90", "180", "270". I would have to make it so they never turned off and constantly sent out the signals.
Question:
Is there a safe way to make these changes?
OR
Is there a better way to do this.

you could but its unlikely to work, IR bounces around too much. we don't have an indoor positioning system. they're notoriously difficult to make!
