USBtinyISP programming flash but not eeprom

USBtinyISP programming flash but not eeprom

The USBtinyISP writes the flash memory and fuses fine, but it will not write the eeprom memory.

I am using the USBtinyISP kit from Adafruit.
I am running an iMac with macOS Catalina version 10.15.3.
I am programming an Atmega328p using avrdude software version 6.3.1.
This is the first time that I have used the USBtinyISP, although I have programmed dozens of chips over the years using ISP. I have tried the USBtinyISP with two different Atmega328p chips.
I tried with both the 1.5K resistors in and with jumpers in their place. The Atmega is running at 5V -- i tried powering it both from the USBtiny and it's own circuit. The green LEDs is on when the USB is connected and the red LED is on when programming.
Everything works great except programming the eeprom.

Has anyone had any luck with programming EEPROM?
