DS3502 Fan speed control

Hello,

im attempting to run a 12v 0.25A dc fan via the DS3502 to control the fan speed with an arduino uno R3. I have connected the DS3502 as directed by the adafruit example, and i can get it to run the example code correctly. Furthermore i can read all the voltages correctly with a multimeter, however when a connected the 12v fan (or a 5v fan) it doesn't spin up.

fan + is connected to RW
12v external power is connected to RH
Fan -, PSU -, RL, and Arduino ground are all tied together.

I saw another forum suggesting an amp to boost current but i'm unsure if this would solve my issue.

What did you connect V+ to? Check this out.

V+ is tied to RH, so at the moment I've connected it to nothing, and that website link is the one i have been using
