I am totally new to all this. Trying to make my first wearables project. I just purchased these led strips to use with a Circuit Playground Express. Adafruit NeoPixel Digital RGBW LED Strip - White PCB 60 LED/m
4m[ID:2842] = $107.80
Are they compatible or do I need to order the RGB strips without W?
Thank you! Also, Is it best for a newbie to program the circuit playground express with MakeCode?

The RGBW strips will work fine. When you create a strip in MakeCode you can set the mode to RGB+W. The difference is the the RGBW strips have a fourth LED that is white. That lets you get a purer white than you can by mixing R, G, and B.
MakeCode has its advantages and is a decent enough way to get started.

Also, do you know if the GEMMA M0 is compatible with rgbw strips and where I would connect the 4th wire?

There should be 3 connections to a NeoPixel strip. Do you have 2 black wires?
What are you using to power the strip? 4m of 60/m could require around 15A if fully lit (R, G, & B). See https://learn.adafruit.com/adafruit-neopixel-uberguide for more information and advice.
