Green light blinks, infrared led do not work

I'm not sure what's wrong, the green LED blinks when pressing the button, however the IR LEDs and the function of turning off a TV doesn't. How can I test this? I checked 3v from pin 3 to 6, recommended from another site. Solder joints look clean, I had an issue bending those 3 pin resistors to the LEDs but made due.

How can I fix or check what the problem is with a multimeter?

Try watching the IR LEDs through a cell phone camera when you push the button. Those can usually see IR, so at least you'll have some idea whether the LEDs are lighting at all.

I just checked, I don't see it light up. I soldered the LEDs to the back pins instead of the front board where all the components are on - is this correct or would have an issue with the setup I have it?

Post a photo showing your hardware and connections and we'll take a look. 800x600 images usually work best.

The solder joints for the LEDs could use some work. I can see gold from the pads in a couple of them, which is often a sign that the solder hasn't made good contact with the metal.

Give each joint a dab of flux and reheat them. You want a smooth, shiny cone that covers the pad and sweeps up smoothly to the lead.
