Hello,
I am planning to use heating pad(https://www.adafruit.com/product/4308) in my project and need to pick a battery for it and arduino controller.
Is something like this https://www.adafruit.com/product/4288 will work? Is it safe to use Li-Ion batteries for heating devices?

Generally speaking, you don't want to have any sort of batteries in a hot environment.Do NOT use or leave the battery in a high temperature environment (for example, under direct sunlight or in a vehicle in hot weather). Failure to take this precaution can lead to overheating of battery and/or fire or explosion. Also, performance of battery will degrade and lifetime will be reduced.

I want to make like a heated box. The battery then just needs to be placed outside of it and make sure its placement is insulated from box.
The "car" comment made me think about iPhone in the car. Does iPhone has the same issue or its batter is different better?

"in a vehicle in hot weather" can get really hot, especially in the sun. A bit more research should give you some actual temperature thresholds.
