WiFi or FONA with new solar charger

My question is about solar powered IoT sensors.

The new solar charger has a regulated load port:

The question is in connection with the FONA:

I guess it also applies to a WiFi breakout board:
https://www.adafruit.com/product/4201

Previous discussions have suggested avoiding the load port,
as it was unregulated in the old solar charger, see for example:

My impression is this recommendation still holds true for the new charger?
The reason would be the FONA or WiFi needs a battery to smooth out the ~2A spikes.
Otherwise, using the charger's load port would require a capacitor in parallel, no?
(By the way, the solar charger's own capacitor doesn't help with transmission spikes, right?)

Attached are two very simple diagrams, using old and new chargers.
(I've thrown in an Adalogger because that's part of my setup.)
