ATmega328P with no bootloading

My ATmega328P will not take a bootloader. When uploaded, the statement is: Error while burining the bootloader: Failed chip erase: uploading error: exit status 1.

I checked the wiring at least five times with the same results. I changed a second UNO board and it did the same. Arduino says we should check the reset but it seems OK. I changed the 1600MHz crystal with the same results.

Can you help? Thanks.

What are you using as an in-circuit programmer?
