Programming RP2040 in Arduino

This tutorial and another Adafruit more detailed Adafruit document seems to be somewhat out of date. First problem is that the Arduino IDE (now at version 2.xx can only be downloaded via Microsoft's App store which leads to all sorts of difficulties if you then follow the subsequent set-up procedure given in the above tutorial documents. In short it leads into an irreversible dead end by putting files in the wrong /unexpected location. That is, it seems to use the 'one Drive' to store files rather than the Arduino folder as it did in days of yore. That leads onto Board Manager difficulties installing the Earle Philhower Core, and so on. Could you (or anyone) please advise on how I get out of this stasis so I can get on with programming my Adafruit Feather RP2040 nifty little microcontrollers!!
