Qs about the USB Type C Barrel Jack Cables

I have a couple (hopefully easy!) questions about product ID 5450 (USB Type C 3.1 PD to 5.5mm Barrel Jack Cable - 12V 5A Output - 1.2m long with E-Mark)

1)I know the cable can't buck/boost and the USB PD source must support 12V.
However, if the source does not support 12V, what happens? No output, USB default 5V, or something else?

2) If the source does support 12V, does the cable hold off outputting voltage until 12V is established? Or does it output 5V initially, and then switch to 12V once the PD negotiation completes?

This cable will provide whatever the voltage the source is capable of. If the 12v negotiation fails it is dependent on the power supply source for what you end up with. The protocol will request the next voltage 9v, but that too can fail if the charger does not support 9v.

12 Volts is not universally supported

There is a negotiation before 12v is output. The USB-PD trigger or decoy manages this.
