Soldering and USBtinyISP board

Is it necessary to solder both top and bottom pads of the USBtinyISP board (i.e., the component side and the non-component side)? Are there traces on both sides of the board?

Green LED does not light; Windows 7 device manager states that USBtinyISP is an unknown device that is not recognized. Is there a testing protocol, that is, are there points measurements could be taken to isolate the problem? I'm new at this.

Have you tried using it?

If it's a double sided board (which it appears to be) any holes will be "plated through" meaning that there is metal lining the holes that connect the two sides of the board. Soldering on the bottom is sufficient. Please post a clear photo of the top and bottom of the board.
